Chrysler repeats not moving Jeep work to China from U.S.

DETROIT (Reuters) - Chrysler Group LLC Chief Executive Sergio Marchionne reaffirmed on Tuesday that the company is not moving Jeep vehicle production out of the United States to China after it became an issue in the U.S. presidential campaign.

Chrysler in an October 25 blog post had already rejected a statement made that day to a crowd in Ohio by Republican presidential candidate Mitt Romney, that Chrysler was thinking of moving all Jeep production from Ohio to China.

Marchionne told employees by email on Tuesday, "I feel obliged to unambiguously restate our position: Jeep production will not be moved from the United States to China."

Romney, speaking last week to a crowd in Defiance, Ohio, said that he had read a news article that said Chrysler's Jeep brand is considering moving "all production to China."

Later, the Romney campaign aired an advertisement that did not repeat the move of production from Ohio but said that Chrysler is considering making Jeeps in China, which Chrysler has said.

U.S. President Barack Obama's campaign, in its own ad, said Romney was making a "false claim" and noted that Chrysler had challenged Romney's statement.

Ohio is seen by many political pollsters one of several key "swing" states in next Tuesday's presidential election.

Chrysler has been managed by Fiat SpA since it emerged from its 2009 bankruptcy, when the Italian company took 20-percent ownership. Marchionne is chief executive of both Chrysler and Fiat.

Fiat has since increased its ownership to 58.5 percent after achieving several goals, including building a fuel-efficient compact car made in the United States and increasing Chrysler sales outside its North American base.

Romney's ad and his comments in Defiance state that Chrysler has been taken over by an Italian company. Chrysler is based in Auburn Hills, Michigan, outside Detroit. Defiance is about an hour's drive to the a main Jeep plant in Toledo, Ohio.

Chrysler as early as June 2011 had said it was considering adding Jeep production in China.

"We are working to establish a global enterprise and previously announced our intent to return Jeep production to China, the world's largest auto market, in order to satisfy local market demand, which would not otherwise be accessible," said Marchionne in the email on Tuesday.

And he also reaffirmed previous Chrysler announcements about increasing its Jeep production at plants in Ohio, Illinois and Detroit.

"We will invest more than $1.7 billion to develop and produce the next-generation Jeep SUV, the successor of the Jeep Liberty -- including $500 million directly to tool and expand our Toledo Assembly Complex and will be adding about 1,100 jobs on a second shift by 2013," his email to employees said.

Marchionne said that Chrysler, including Jeep, has added 11,200 jobs in the United States since 2009.

"Jeep assembly lines will remain in operation in the United States and will constitute the backbone of the brand," said Marchionne in the email. "It is inaccurate to suggest anything different."

New developments reveal a molecule with a promising function in terms of cancer treatment

ScienceDaily (Oct. 29, 2012) ? One of the current challenges in terms of cancer treatment is how it can be best adapted to patients: Today the emphasis is on personalised treatment (factoring in genetic and metabolic profiles). In response to this growing need for personalisation, there is an increasing demand for fundamental research to develop adapted future treatments. Researchers from Inserm and CNRS from the Institute for genetics and molecular and cellular biology (IGBMC) and from the Research Institute at the Strasbourg school of biotechnology (Irebs) have focussed their efforts on PARG, currently thought to be a promising new therapeutic target in the treatment of cancer. Their work has revealed the role of this molecule in regulating gene expression.

The results were published on 25 October 2012 in the journal Molecular Cell.

Cells are subjected to various stresses throughout their life. Some of this stress can damage DNA. Fortunately, cells have several mechanisms used to repair these lesions. Breaking two DNA strands is one of the most serious afflictions a chromosome can suffer. The cell must repair this break if it is to continue dividing. Repair actions are either performed in an optimal manner, and the cell resumes its normal division cycle, or the lesion is not repaired correctly, causing the cell to die or the appearance of an anomaly that may trigger cancer.

One of the repair mechanisms used is poly(ADP-ribosyl)ation. In this mechanism, some molecules (PARPs) detect DNA breaks and cause poly(ADP-riboses) synthesis that binds with proteins, thus initialising the lesion repair system. As such, this system can act as a 'saviour' if the repairs are correctly completed, but, it can be equally damaging in the event of incorrect repair.

In the case of cancer, to ensure the cells are destroyed, PARP inhibitors are currently undergoing clinical tests as therapeutic adjuvant used to increase the receptivity of cancer cells to specific chemotherapies.

In terms of fundamental research, researchers know that the poly(ADP-ribosyl)ation mechanism is reversible and is closely regulated by Poly(ADP-ribose) glycohydrolase (PARG). PARP and PARG thus seem to make up a tandem of molecules dedicated to maintaining genome integrity. PARG targeting has proved to potentiate the action of genotoxic agents, making this molecule a promising new therapeutic target in the treatment of some cancers, as is the case for PARP.

However, little research has been conducted into PARG, but in light of its close links with PARP, researchers are now taking a very close look at its functions.

In this new work, the researchers have demonstrated that in addition to its genome repair role, PARG was involved in modulating the cell's transcriptional activity.

Given the keen current interest on PARP and PARG inhibitors in the treatment of cancer, it is essential to gain accurate knowledge of the functions and action modes of these promising therapeutic targets, as well as the consequences of their invalidation. This study is the first to highlight how PARG action mechanism regulates gene expression.

Consumer Advocate Cautions That State Rules Will Impact Scope Of ...

As implementation of the Affordable Care Act moves forward, a group of patient advocates and health policy experts selected by the National Association of Insurance Commissioners to represent consumer interests?released a report?in August that describes problems consumers might encounter under the law?s insurance reforms. The consumer representatives also suggested potential solutions.

As the report makes clear, the devil is in the details when it comes to implementation of the health care overhaul. The rules that are established will determine whether it is easy or hard for consumers to meet their obligation to have insurance, for example, or take advantage of the comprehensive benefits promised under the law. From recommending standardized enrollment periods to limiting the amount of leeway insurers have in determining benefits, the report suggests ways to remove obstacles and help ensure consumers benefit from the law.

Timothy Stoltzfus Jost is a law professor at Washington and Lee University who has written extensively about implementation of the law and is a co-author of the report. He talked with me about some of the ways consumers? interests could be shortchanged if insurance rules that are being developed for the implementation of the health law don?t provide specific protections.

Q. Why is this report necessary? Doesn't the law spell out what needs to happen?

A. The law is trying to deal with a huge health care system and a huge health insurance system and make some pretty big changes. In a lot of areas it lays out what's supposed to happen, but it doesn't lay out the details.

Some of those details have to be laid out by the federal government.?But a lot will be addressed by state insurance commissioners. Many of the issues we focused on in the report were insurance regulation issues and the role of the states.

Q. Were there any broad themes that the consumer representatives tried to address?

A. We were concerned about loopholes in the Affordable Care Act.

Limited-benefit plans are a concern, for example. These plans?which may only cover a limited number of services or pay just a few thousand dollars toward medical care?aren?t regulated under the ACA. And so you could see a migration toward companies offering those plans. We encourage states to regulate them.

An overriding concern was how to make this law work in real life. For example, we were thinking through how a ban on pre-existing conditions really works in practice. You can see that things might happen like insurers evading people who are sick by imposing waiting periods for specific benefits like chemotherapy or autism treatment, or limiting benefits in ways that might make them unattractive to consumers with serious health problems. The secretary of Health and Human Services has said it's permissible for insurers to limit the number of visits to certain providers, for example.

If it isn't squarely addressed, some insurer may say, "Well, it's not expressly prohibited..."

Q. A key part of the law is the requirement that health plans sold on the state-sponsored exchanges and on the individual or small group markets provide 10 types of medical services, called the essential health benefits. They include hospitalization, emergency services, and maternity and newborn care, among others. Describe how that protection could be weakened.

A. It's one thing to make sure that plans provide drugs, it's another to make sure that people can get the drugs they need. You have to say more than that you just have to cover prescription drugs. It's not enough to cover just one drug in a category or class?one anti-depressant or a narrow range of AIDS drugs, for example. People need more choice than that.

What made us most nervous is the idea of actuarial equivalence: that the insurer can swap out one kind of benefit for something else, as long as the value of the services overall is comparable. The Department of Health and Human Services has said insurers will have flexibility in how they design their benefits.

Potentially insurers could substitute benefits across benefit categories to discriminate against high-risk consumers.

For example, people with disabilities and chronic conditions rely on rehabilitative services and medical devices to a greater extent than those without such conditions. Insurers could significantly reduce coverage for those services while increasing it for services that are actuarially equivalent, such as preventive services, but that chronically ill consumers are less likely to use.

Q. Most employees, when they start a new job, currently face a waiting period before their health insurance coverage begins. The health care overhaul limits such waiting periods to 90 days starting in 2014. That seems like a long time.

A. If states want to go further than the federal standard, they can.?We recommended that states limit waiting periods to no more than 60 days.

Q. What about the individual mandate? If people go for two or three months without coverage, aren't they going to owe a penalty for not having health insurance?

A. The penalty for not having insurance only applies after 90 days. So the waiting period isn't a problem. But it could be a problem not having health insurance, however.

Profiles in Science Peter G. Neumann: Rethinking the Computer at 80

MENLO PARK, Calif. ? Many people cite Albert Einstein?s aphorism ?Everything should be made as simple as possible, but no simpler.? Only a handful, however, have had the opportunity to discuss the concept with the physicist over breakfast.

One of those is Peter G. Neumann, now an 80-year-old computer scientist at SRI International, a pioneering engineering research laboratory here.

As an applied-mathematics student at Harvard, Dr. Neumann had a two-hour breakfast with Einstein on Nov. 8, 1952. What the young math student took away was a deeply held philosophy of design that has remained with him for six decades and has been his governing principle of computing and computer security.

For many of those years, Dr. Neumann (pronounced NOY-man) has remained a voice in the wilderness, tirelessly pointing out that the computer industry has a penchant for repeating the mistakes of the past. He has long been one of the nation?s leading specialists in computer security, and early on he predicted that the security flaws that have accompanied the pell-mell explosion of the computer and Internet industries would have disastrous consequences.

?His biggest contribution is to stress the ?systems? nature of the security and reliability problems,? said Steven M. Bellovin, chief technology officer of the Federal Trade Commission. ?That is, trouble occurs not because of one failure, but because of the way many different pieces interact.?

Dr. Bellovin said that it was Dr. Neumann who originally gave him the insight that ?complex systems break in complex ways? ? that the increasing complexity of modern hardware and software has made it virtually impossible to identify the flaws and vulnerabilities in computer systems and ensure that they are secure and trustworthy.

The consequence has come to pass in the form of an epidemic of computer malware and rising concerns about cyberwarfare as a threat to global security, voiced alarmingly this month by the defense secretary, Leon E. Panetta, who warned of a possible ?cyber-Pearl Harbor? attack on the United States.

It is remarkable, then, that years after most of his contemporaries have retired, Dr. Neumann is still at it and has seized the opportunity to start over and redesign computers and software from a ?clean slate.?

He is leading a team of researchers in an effort to completely rethink how to make computers and networks secure, in a five-year project financed by the Pentagon?s Defense Advanced Research Projects Agency, or Darpa, with Robert N. Watson, a computer security researcher at Cambridge University?s Computer Laboratory.

?I?ve been tilting at the same windmills for basically 40 years,? said Dr. Neumann recently during a lunchtime interview at a Chinese restaurant near his art-filled home in Palo Alto, Calif. ?And I get the impression that most of the folks who are responsible don?t want to hear about complexity. They are interested in quick and dirty solutions.?

An Early Voice for Security

Dr. Neumann, who left Bell Labs and moved to California as a single father with three young children in 1970, has occupied the same office at SRI for four decades. Until the building was recently modified to make it earthquake-resistant, the office had attained notoriety for the towering stacks of computer science literature that filled every cranny. Legend has it that colleagues who visited the office after the 1989 earthquake were stunned to discover that while other offices were in disarray from the 7.1-magnitude quake, nothing in Dr. Neumann?s office appeared to have been disturbed.

A trim and agile man, with piercing eyes and a salt-and-pepper beard, Dr. Neumann has practiced tai chi for decades. But his passion, besides computer security, is music. He plays a variety of instruments, including bassoon, French horn, trombone and piano, and is active in a variety of musical groups. At computer security conferences it has become a tradition for Dr. Neumann to lead his colleagues in song, playing tunes from Gilbert and Sullivan and Tom Lehrer.

Until recently, security was a backwater in the world of computing. Today it is a multibillion-dollar industry, though one of dubious competence, and safeguarding the nation?s computerized critical infrastructure has taken on added urgency. President Obama cited it in the third debate of the presidential campaign, focusing on foreign policy, as something ?we need to be thinking about? as part of the nation?s military strategy.

NEW YORK ??The second-largest refinery on the U.S. East Coast was shutting down on Sunday and three other plants cut output as Hurricane Sandy threatened widespread power outages and a massive storm surge across the region.?

Phillips 66 has begun shutting its 238,000-barrels-per day (bpd) Bayway, N.J., refinery, nicknamed the "gasoline machine" because of its key role supplying motor fuel to the New York City area. The plant, the only one to close during Hurricane Irene last year, should be completely shut by early Monday morning, the company said in a statement.?

The region's biggest refinery, Philadelphia Energy Solutions' 330,000-bpd facility in Philadelphia, has begun to reduce rates, according to a source familiar with the plant. The refinery had shut an acid unit but it was unclear by how much rates had been cut at the other units.

PBF Energy reduced output at its Delaware plant and Hess Corp curbed runs in New Jersey, sources said, as Sandy affected operations at refineries that account for two-thirds of the East Coast's 1.2-million-bpd capacity.

While major refineries are built to withstand hurricane-force winds, they are vulnerable to power outages, which can damage units in the case of a "cold shutdown", as well as flood damage if the storm surge accompanying Sandy ? forecast to be as high as 11 feet ? breaches their defenses.?

Oil traders were already factoring in a potential squeeze on fuel supplies. Benchmark gasoline futures jumped 1 percent and heating oil rose 0.6 percent as New York Mercantile Exchange (NYMEX) trading began on Sunday evening, U.S. time. Crude oil prices dipped by 0.4 percent.

Sandy, forecast to come ashore late Monday or early Tuesday as one of the widest storms ever to hit the area, is expected to create strong winds and dangerous flooding to the East Coast from the Mid-Atlantic states to New England.?

Hurricane Irene, which hit the region in August 2011, caused severe flooding and power outages along the East Coast as well as some refinery disruptions. Phillips 66 closed the Bayway refinery while other refiners cut rates, but the oil industry escaped Irene with relatively little, if any, damage.

The Colonial Pipeline, a critical supply link for the East Coast which carries about 15 percent of the country's gasoline and diesel from Gulf Coast refineries up to the New York Harbor, is preparing for the storm, spokesman Steve Baker said.

The pipeline activated its hurricane preparedness plan on Friday afternoon and has started making sure emergency generators are in place, as well as sandbagging critical areas that may be prone to flooding.

Buckeye Pipeline, which owns and operates about 6,000 miles of oil product pipelines mostly north and west of Philadelphia, has prepared a hurricane contingency plan.

The warning extends from Virginia to the Maryland/Delaware border, with expectations of gale-force winds within 12 hours.

Phillips 66 said it had temporarily shut its Riverhead, N.Y. ?and Tremley Point, N.J., oil terminals.

The New York Harbor is under Code Yankee, with gale-force winds seen within 24 hours.

PBF Energy began to cut rates by an unspecified amount the crude unit, coker and gasoline-making fluid catalytic cracking unit at its 190,000-barrels-per-day plant in Delaware Cityon, as well as some downstream units, a source familiar with refinery operations said.?

"We continue to treat this storm seriously. We have comprehensive preparedness plans in place and will continue to follow them as well," said Michael Karlovich, a spokesman for the company.

The status of PBF Energy's 180,000-bpd Paulsboro plant in southern New Jersey, across the Delaware River from the Philadelphia area, was not immediately clear.

Delta Air Lines' 185,000-bpd Monroe Energy plant in Trainer, Pa., was monitoring the storm.

"We have not and do not anticipate changing operation at this juncture," said a source familiar with operations. "We are on the leeward side of the storm's path."

Other industrial facilities were also affected. Dow Chemical Co said it would temporary close three plants in New Jersey ahead of Hurricane Sandy, as well as its East Coast headquarters in Philadelphia and a research facility nearby.?

?For my 18th birthday my parents decided to give me a new room. There was only one detail missing. Something I couldn?t make myself: a fine work of art to complete the room. Luckily I have three very creative friends: Pauline Rooze, Esther Beeckaert and Ben Goovaerts (my companion in making penpho?s). The next question was: what will the art piece be about? What will it look like?
I have always had one passion in my life: photography.
In that way photography became the subject. They came up with the idea of creating a portrait of a girl holding a camera.
They worked out this idea by using different art techniques: graffiti, painting, drawing, paper art?
Twenty-five hours later the piece was finished. The result was even better than expected. It blew me away!
I hope you?ll enjoy this work of art as much as I do.

Thank you for giving me space to express my utter disgust with religious fanaticism and intolerance.

I have always, throughout my life, been against religious doctrines which try to restrict a good portion of people?s freedoms to choose what they would like to be.

I was horrified to hear a news broadcast about the shooting in the head and neck, of a 14-year-old Pakistan schoolgirl simply because she had decided to fight for her human right to a school education.

I wonder what sort of deity would prod a man carrying a lethal weapon to pull the trigger and shoot a girl in the head. The shooter must be the worst fanatic to have graced this God-given world of ours. To make matters worse, this evil man?s organisation, calling itself the Taliban, claimed responsibility for this dastardly deed.

The Taliban, I believe, is fighting in many parts of the world especially the Arab world in an effort to rewrite history. Arab civilisation goes back thousands of years and the world would not have? known about this civilisation had it not been for school education. Why is the Taliban scared of educated female members of its society?

My solemn prayers are with this girl until she recovers fully to go back to school. Shame on you, Taliban.

In Zimbabwe, we do have our own ?Taliban?. We have parents who are trying to change the course of history. They are only interested in educating male children while girls are condemned to the kitchen as tradition dictates.

This is as bad as Pakistan talibanism. The attitude against girls has been the norm among the majority of ordinary Zimbabweans. Sadly, our politicians? just pretend to hate Western countries, while in private they enroll most of their female children in these countries? schools.

Fanatics are a great danger to society because what they do in the name of their religion is really anti-God and very inhumane. Besides inventing a world without education for females, the fanatics have invented another evil, the suicide bomber. The whole world, including Africa, should stand as one and fight extremists.

Report: Pop star arrested in UK abuse case

British police arrested convicted sex offender and former pop star Gary Glitter on Sunday as part of an investigation into allegations of child sex abuse by the late BBC presenter Jimmy Savile, media said.

Glitter was released on bail some 10 hours later. But the arrest - the first to be reported in the case - widened a scandal that has already damaged the reputation of the publicly-funded BBC and the legacy of Savile, a former DJ who was one of the broadcaster's top show hosts and a prolific charity fundraiser.

The head of the BBC's governing body said on Sunday the broadcaster's reputation was on the line, and promised to get to the bottom of the scandal.

'A steep fall' for BBC as child sex abuse scandal rocks UK

A police statement said a man in his 60s had been picked up just after 7 am (0700 GMT) on suspicion of sexual offenses in the investigation termed "Savile and others." The statement did not name the man and a spokesman declined further comment.

The BBC and Sky News identified the man picked up from his London home as Glitter, a 68-year-old who was popular as a glam-rock singer in the 1970s.

Footage on both broadcasters showed Glitter, who was wearing a hat and sunglasses and was not handcuffed, leaving an apartment in central London and being driven away. Hours later, television showed investigators carrying large black bags as they left the house.

Glitter was held by police for about 10 hours. He was seen leaving a police station in central London and, minutes later, return to his apartment, where he dodged questions by scores of waiting reporters and cameramen.

Police later said the man was "bailed to return to the police station in mid-December 2012, pending further inquiries."

Glitter served two months was jail in Britain in 1999 for possession of child pornography. He then moved to Cambodia, but was deported in 2002 due to suspected sex offences.

In 2006, a Vietnamese court convicted him of committing obscene acts with two girls aged 10 and 11 and sentenced him to four years in jail. On his release he returned to Britain.

Allegations that Savile sexually abused young girls for decades first emerged in an expose on the British TV channel ITV. Since then, police say some 300 victims had come forward.

Victims' allegations broadcast by ITV include claims from one woman that she had seen Glitter having sex with an underage girl in Savile's BBC dressing room while Savile abused another girl. Glitter has denied the claim, according to the BBC.

With the scandal widening, public outrage has increased. A cottage in the Scottish Highlands that belonged to Savile was vandalized overnight, with abusive slogans painted on its walls, local police said.

Blind eye?
The scandal has raised troubling questions about the BBC's management and its past workplace culture. Revelations that an investigation by Newsnight, the BBC's flagship TV news show, was shelved last December led to claims bosses at the broadcaster knew about the allegations but kept quiet.

"Can it really be the case that no one knew what he was doing? Did some turn a blind eye to criminality?" asked Chris Patten, chairman of the BBC Trust which oversees the broadcaster, writing in the Mail on Sunday.

The Sunday Times said the office of former BBC director Mark Thompson was alerted about the allegations twice, in May and September. Thompson is poised to take over as chief executive of the New York Times, and the Sunday Times quoted his spokesman as saying Thompson had not been told about the allegations on either occasion.

Thompson has told Reuters that he did not know about the nature of the investigation by the Newsnight program into Savile, and had no involvement in the decision to axe the report.

The BBC said on its website on Sunday that "Thompson has said the first time he had been made aware of claims that Savile had committed serious crimes and that some had taken place while the entertainer was working at the BBC was after he stepped down as director general."

The broadcaster has announced two investigations as a result of the scandal, and Patten promised full cooperation.

"The BBC's reputation is on the line," he wrote. "The BBC must tell the truth and face up to the truth about itself, however terrible."

When Savile died in October last year aged 84, his gold coffin went on public display and he was lauded as a "national treasure" who had raised millions of pounds for good causes.

A year later, police describe him as "undoubtedly" one of Britain's most prolific sex offenders, and the Vatican said a papal knighthood given to Savile decades ago for his charity work "should not have been bestowed".

Savile's family said it was in despair over the allegations and offered its "deepest sympathy" to abuse victims. It also said it had decided to remove the headstone on Savile's grave and destroy it to avoid it becoming a target for vandals.

Justice Secretary Chris Grayling on Sunday rejected a call by the deputy leader of the opposition Labour party for an independent, over-arching inquiry, arguing that such a process risked taking much longer to get to the truth.

Grayling told the BBC that efforts should focus on finding anyone involved in abuse alongside Savile and bringing them to justice.

'Argo' is one of the best movies of the year.

Argo has that solid, kick-the-tires feel of those studio films from the 70s that were about something but also entertained. Only it's as laugh outright amusing as it is sobering.

The movieland satire is laid on thick, but it's also deadly accurate. Schlock has never seemed so patriotic, and Arkin and Goodman have rarely been so good.

Argo is a rollicking yarn, easily the most cohesive and technically accomplished of Affleck's three films so far, but a part of me wishes the director hadn't cast himself in the lead role.

If nothing else, it proves that every so often, the CIA can pull something off - and that yes, Canadians are just about the nicest people on the planet.

The film is a whopper of a tale, one designed for Oscar nominations, Best Picture and Best Director among them.

Even when it embellishes certain details leading up to its climax, Affleck and his actors by that time have sold the audience on its authenticity. How appropriate.

SITTWE, Myanmar - A human rights group expressed concern for the safety of thousands of Muslims on Saturday after revealing satellite images of a once-thriving coastal community reduced to ashes during a week of violence in western Myanmar.

The images released by the New York-based Human Rights Watch show "near total destruction" of a predominantly Rohingya Muslim part of Kyaukpyu, one of several areas in Rakhine state where battles between Rohingyas and ethnic Rakhine Buddhists threaten to derail the former Burma's fragile democratic transition.

More than 811 buildings and houseboats were razed in Kyaukpyu on Oct. 24, forcing many Rohingya to flee north by sea toward the state capital Sittwe, Human Rights Watch said.

"Burma's [Myanmar?s] government urgently needs to provide security for the Rohingya in Arakan (Rakhine) State, who are under vicious attack," Phil Robertson, the group's deputy Asia director, said.

There were widespread unconfirmed reports of boatloads of Rohingyas trying to cross the sea border to neighboring Bangladesh, which has denied them refugee status since 1992.

No food, no water
Rohingyas in dozens of packed boats with no food or water that have fled Kyaukpyu -- an industrial zone important to China -- and other recent hotspots were seeking access on Friday to overcrowded refugee camps around the state capital Sittwe, according to four Rohingya refugee sources.

Some boats were blocked by security forces from reaching the shore and few Rohingyas managed to reach the camps, the sources said by telephone.

A crew from Britain's Channel 4 News gains access to resettlement camps set-up for around 60,000 members of the Muslim minority group months after deadly clashes with local Buddhists forced them from their homes.

Wan-lark foundation, an organization that has been assisting Rakhine Buddhist refugees, said no clashes in the state had been reported to them since Friday night, but dead bodies of Rakhines had been found.

"Around 6pm last night in Kyawtyaw, the bodies of 16 Rakhines were found in the sea. They had died during the attacks on Thursday. We're looking for more bodies," representative Tun Mein Thein said on Saturday.

The chaos suggests the reformist government is struggling to contain historic ethnic and religious tensions suppressed during nearly a half century of military rule that ended last year.

Myanmar government ends direct media censorship

A Rakhine government spokesman put the death toll at 112 as of Friday. But within hours state media revised it to 67 killed from Oct. 21 to 25, with 95 wounded and nearly 3,000 houses destroyed.

The death toll could be far higher, said Human Rights Watch, citing "allegations from witnesses fleeing scenes of carnage and the government's well-documented history of underestimating figures that might lead to criticism of the state."

The clashes come just five months after communal unrest killed more than 80 people and displaced at least 75,000 in the same region.

'Ethnic cleansing'
A boat carrying 120 Muslims from Kyaukpyu was intercepted by Rakhines, who killed the men and raped the women, the advocacy group Burmese Rohingya Organisation U.K. claimed in a statement. This report could not be verified, Reuters said.

"Ethnic cleansing is happening under the noses of the international community and they are doing nothing," said Tun Khin, the group's president. "We have confirmed reports that hundreds of people have been killed and the government must be aware of that."

Kyaukpyu is crucial to China's most strategic investment in Myanmar: Twin pipelines that will carry oil and natural gas through the town on the Bay of Bengal to China's energy-hungry western provinces.

The United Nations has warned that Myanmar's fledgling democracy could be "irreparably damaged" by the violence.

Rohingyas are officially stateless. Buddhist-majority Myanmar's government regards the estimated 800,000 Rohingyas in the country as illegal immigrants from Bangladesh, and not as one of the country's 135 official ethnic groups, and denies them citizenship.

But many of those expelled from Kyaukpyu are not Rohingya but Muslims from the officially recognized Kaman minority, said Chris Lewa, director of the Rohingya advocacy group, Arakan Project. "It's not just anti-Rohingya violence anymore, it's anti-Muslim," she said.

It was unclear what set off the latest arson and killing that started on Sunday. In June, tension flared after the rape and murder of a Buddhist woman that was blamed on Muslims, but there was no obvious spark this time.

Rights groups such as Amnesty International have called on Myanmar to amend or repeal a 1982 citizenship law to end the Rohingyas' stateless condition.

Apple iPad sales disappoint, Street eyes the holidays

SAN FRANCISCO (Reuters) - Apple Inc delivered a second straight quarter of disappointing results and iPad sales fell well short of Wall Street's targets, marring its record of consistently blowing past investors' expectations.

Shares in the world's most valuable technology company briefly dipped to levels not seen since the start of August, after it delivered a 27 percent rise in fourth-quarter revenue and a 24 percent increase in earnings.

The numbers, while in line with expectations, lacked the positive surprises that investors have grown used to, and came after Apple undershot revenue targets in the previous quarter. Its shares bounced back after CEO Tim Cook told analysts on a conference call that the latest iPhone 5 was heavily backlogged but the company had mostly worked out kinks in its supply chain.

Apple shipped 26.9 million iPhones in the last quarter, just ahead of analysts' predictions, but iPad sales of 14 million were well below lowered forecasts for the tablet as the economy remained weak and consumers awaited the iPad mini, which will hit store shelves next month. South Korean rival Samsung Electronics Co sold 56.3 million smartphones in the quarter, according to research firm IDC, giving it 31.3 percent global market share, more than double that of Apple.

FEVERED COMPETITION

Analysts say the real test for Apple will come during the crucial year-end holiday shopping season, when competition will reach fever-pitch against new gadgets from Amazon.com Inc, Google Inc and Microsoft Corp.

"Going into earnings we were wondering if the slowing economy will catch up with Wall Street, and it has," said Channing Smith, co-manager of the Capital Advisors Growth Fund.

"Apple is very well positioned with the iPad and now the iPad mini. It has a great smartphone and we expect the iPhone 5 to sell very well. The outlook is conservative, but that's not surprising. Err on the side of caution is a proven formula."

Apple heads into the current quarter after refreshing almost all of its product lines, including introducing an upgraded, fourth-generation full-sized iPad. The December quarter will show how well consumers respond to its latest gamble - the iPad mini - which goes on sale on November 2.

Quarterly revenue in China, Apple's second-largest market, rose 26 percent, and jumped nearly 80 percent to $23.8 billion (14.7 billion pounds) over the full year, contributing 15 percent of Apple's total, Cook told analysts. Apple plans to launch the iPhone 5 in China in December, hoping to staunch market share loss in what is set to become the world's largest smartphone market this year.

Apple's China smartphone market share almost halved to 10 percent in April-June as buyers waited for the iPhone 5.

ONE WEEK LESS

For the December quarter, Apple forecast revenue of $52 billion, below the average estimate of $55 billion, according to Thomson Reuters I/B/E/S. It expects margins of 36 percent, far lower than analysts' expected 43 percent.

Chief Financial Officer Peter Oppenheimer mostly attributed the lower margin and conservative guidance to a combination of a stronger dollar, higher costs associated with new products, and the fact that Apple's next fiscal quarter has one less week than the same period a year ago.

Apple's stock was holding steady at $609.40 in extended trade after flirting with the $600 level. The shares had ended regular trade at $609.54.

Supply constraints holding up sales of the iPad and iPhone dominated discussions between analysts and Apple executives during the post-results conference call. Apple had struggled to deliver large quantities of the iPhone 5 since its launch in late September, with the waitlist for the device at one point stretching to three weeks in some regions.

"Our supply output is significantly higher than it was earlier in October," Cook said, referring to the iPhone 5. "And I'm confident we'll be able to supply quite a few during the quarter."

CAR THAT FLIES AND FLOATS

Cook also opined on Microsoft's new Windows 8-based Surface tablet that will hit stores early on Friday.

"I haven't personally played with the Surface yet, but what we're reading about it, is that it's a fairly compromised, confusing product," he said. "I suppose you could design a car that flies and floats, but I don't think it would do all of those things very well."

Despite the lacklustre fourth quarter, Apple put up big numbers for the year, ending its fiscal 2012 with a 45 percent increase in revenue to $156.5 billion, while net income was up 61 percent at $41.7 billion.

For the final fiscal quarter, it posted net income of $8.2 billion, or $8.67 a diluted share, on revenue of $35.96 billion, versus $6.6 billion, or $7.05 a share, a year earlier. Analysts had expected on average that Apple would earn $8.75 per share.

Apple ended the quarter with $121.3 billion in cash and securities, of which $83 billion was offshore.
